Implementation of pandemic prevention measures is an ongoing process.Taipei City Foreign and Disabled Labor Office takes a proactive attitude to care for migrant workers being quarantined at home.

In accordance with the rule implemented on March 17, 2020 by the Central Epidemic Command Center (CECC), starting 4pm of March 17, 2020 all migrant workers who land in Taiwan are subject to a 14 day compulsory home quarantine. In late March, the Taipei City Foreign and Disabled Labor Office (hereafter named Taipei FDLO) began to give call greetings to the migrant workers who were undergoing the home quarantine in an attempt to calm their emotions. When their home quarantine expired on March 30, 2020 and they began to go back to the workplace, the employers were being urged to guide their migrant workers on the essential pandemic prevention measures and offer the relevant pandemic prevention information. The information in multiple languages and images are posted on the “Service section for migrant workers and employers” at the official Chinese website https://reurl.cc/Y1vnql of the Taipei FDLO.

The employer is expected to take advantage of the website to inform their migrant workers of the important news that is closely related to their daily life. Taiwan government has implemented taking temperatures and wearing the masks on public transportation including planes, trains and buses. For the migrant workers, Taipei FDLO has recorded the advisory in four languages and has been sent over the P.A. speakers (Public address system speakers) in the metro in an attempt to inform them of the expectations during the pandemic situation. In addition to giving the migrant workers the information about pandemic prevention measures, the employer has to pay them full wages after they complete the home quarantine and begin to work. It is prohibited to deduct the accommodation cost incurred for the duration of their home quarantine from the migrant worker’s salary. No additional unknown loans and/or fake deductions are allowed to be added to the migrant workers. An employer who is determined to be in violation of any of the preceding regulations will be fined and will be dropped from the list of those that are permitted to hire migrant workers. A migrant worker, who finds that the salary received incurs abnormal deductions, can consult with our “Employee’s Consultation Dedicated Line at 1955”.

In an attempt to encourage people to comply with the pandemic prevention policy and follow the regulations, the government implements the subsidy policy for the loss of wages and freedoms to the migrant workers during their leaves from work due to being quarantined. The above policy is based on the “Special Act for Prevention, Relief and Revitalization Measures for Severe Pneumonia with Novel Pathogens”. According to the preceding Act, the migrant worker, who is not paid the wages for the duration of quarantine or doesn’t receive a subsidy granted by other related laws, can get the pandemic prevention subsidy of NT$1,000 per day.

Taipei FDLO expressed that the subsidy for the pandemic prevention has to be applied for by migrant workers themselves and the money will be directly remitted to the applicant’s account. Neither the employer nor the agent is allowed to demand of the migrant worker to use the subsidy to cover the cost incurred during the home quarantine period. Moreover, the subsidy cannot be collected by other people except for the applicants themselves. Violating the regulation could result in a fine and removing the employers from the permission of employing migrant workers, according to the Employment Service Act. The agency or agent, who is in violation of this law, could have their permit cancelled.

The subsidy of pandemic prevention can be applied for within 2 years from the second day of completing the home quarantine. Having enough time to apply for it, migrant workers can adapt to their work first. Taipei FDLO will also be highly proactive and assist the migrant worker in the above application.
