Safety in Scaffolding Operations
In Taipei City, the construction industry is considered a high-risk sector for major occupational accidents and accounts for approximately half of all such incidents across various sectors. As temporary structures erected to support construction work, scaffolds provide elevated work platforms for laborers and are critical for ensuring safety during operations. The primary hazards associated with scaffold use include collapse, structural failure, and falls. As of the end of October 2025, Taipei City has recorded two major occupational accidents involving scaffolds. The accidents were compound incidents that involved scaffolding collapse, structural failure, and falls, resulting in two fatalities and two minor injuries. The assembly, dismantling, and use of scaffolds on construction sites are considered high-risk activities in which severe occupational accidents could occur. Scaffolds must be properly designed in accordance with structural mechanics principles, with construction drawings and structural strength calculations adequately prepared and duly signed off before implementation. In addition to ensuring structural stability and providing sufficient protective measures, workers must also use personal protective equipment appropriately. Employers are required to appoint a competent supervisor for scaffold assembly operations to conduct on-site inspections and oversee and direct the work being carried out by workers.
