Department of Labor

　　 For the students of elementary schools of Taipei City, Department of Labor (DOL), Taipei City Government in 2020 pioneers the innovations of Four-panel comics contests in regard to Labor rights and interests. This activity aims to help the fine art teacher integrate labor education into their subject teaching and improve student’s comprehension of labor issues, with which the labor education could be established when students are on campus and prepared for their future core competency in labor issues. Calling for work of art is from every mid-September to mid-October. Students from the third grade to the sixth grade of the elementary school are welcomed to join us in this event. 　　 The activity is designed to be conducted by a contest to encourage teachers to integrate labor education into drawing teaching and instruct students to take part in. The contest is supposed to be conducted in the way of Four-panel comics, and its theme is as follows:

1. Depicting a theme on the shadow work, labor story or the ups and downs of a job based on the work experience of family members, relatives and friends.
2. Depicting a theme on basic labor rights and interests, based on complying with laws and regulations, understanding labor rights and interests. For example: Overtime work should be paid by employers. The employer should process the employee’s labor insurance and their labor pension contributions. The employee has the right of refusing overwork in the workplace, the interest for a part-timer and the protection from frauds and scams upon seeking for a job.
3. Other related themes of Labor, for example, sexual harassment prevention at the workplace, workplace bullying, gender equality in employment, labor news and inspiration. 

　　 According to the DOL, they have pushed for labor education starting in primary school students, for developing their core competency of labor in the future. The contest of Four-panel comics in regard with labor rights and interests is held for students from the third grade to the sixth grade of the elementary school. It is expected to plant the roots of labor awareness in the elementary campus by means of taking place Four-panel comics contest. Parents of the students have highly spoken of this event from 2020 when it was first held in Taiwan. Within the past 5 years, there are 247 elementary schools in total join us in the event, which has received 696 entries for competition. Obviously, the issue of labor awareness has gradually been introduced to school campus. Labor issues attract much attention from schools, parents of students and students from the third grade to the sixth grade. The entries illustrate various patterns of labor issues. Judges are impressive by students’ fantastic creativities and brilliant ideas. The issue includes seeking for Labor Standards, Occupational Safety and Health, Equality in the workplace as well as the contents can cover the latest current events, such as the theme of Labor rights and interests of the delivery person. Children tend to show their mindset and concerns through the artworks to see the adult world.
