As the capital of the country, Taipei City embraces the values of Diversity, equality, and inclusion. Disabled employment and foreign labor services are exactly two of the most important tasks to feature the values.

The introduction of foreign labors to Taiwan has started in 1990s and, at the same time, the People with Disabilities Welfare Act was amended in 1997, gradually heading to human rights-oriented legislation, the People with Disabilities Rights Protection Act.

In decades, challenges from external environment have never stopped. The fluctuation of the domestic job market, the rapid increase of aged population, and domestication of the CRPD impact the disabled employment and foreign labor policies in different levels.

With tougher workplace competition for disabled employment, it is the crucial moment to re-attach importance to diverse employment models and to rethink and adjust the existing models of vocational rehabilitation service. The problem of aging population of disabled employment will, then, carry on conversations and connections of services among labor, society and health administrations.

The foreign labor in Taipei City serves as the key supporting labor force in family care. In the development of Long-Term Care 2.0, a new model of labor force utilization must be repositioned. In terms of inspection and management, giving our feedback to the central competent authority to become the basis of policy adjustment and establishing a transparent procedure to enhance the public credibility are the next missions of the Foreign and Disabled Labor Office.

Our office combines services for two groups of people. To the public, we are devoted to providing professional services. For the public service management, we emphasize the cooperation and communication with the private sector, hoping to enhance our service efficiency. In policies, with the spirits of citizen participation of Taipei City government, we expect to take in more public opinions.

We believe that the diverse society should be established on the faith of equality and inclusion. We will realize the values, work with labors from all fields and countries, and continue to build Taipei as a cross-ethnic city of happiness.

2.History

Taipei City Foreign and Disabled Labor Office was founded on January 1st, 2013 under the Taipei City Department of Labor. The Disabled Worker Division and the Foreign Labor Division were originally two of the divisions in the Department of Labor. To better protect and manage the rights and interests of the workers with disabilities and foreign labors in Taipei City, the Department of Labor gathered the resources currently available and created this office from the two divisions originally within the department. With the creation of this office, we are now able to coordinate, inspect, and manage foreign migrant workers' affairs, as well as promoting, protecting and taking disciplinary action against illegal employment rights of workers with disabilities.

This office is staffed with the following subordinate units: Section of Service Management for the Disabled, Section of Occupational Reconstruction Services for the Disabled, Foreign Worker Inspection Section , Foreign Worker Counseling Section , Administrative Service Office, Accounting Office, and Personnel Office.

1. Management of private employment service agencies, handling foreign labor complaints, and conducting inspection and visits to provide everyday life services and ensure the rights of foreign laborers are not violated.
2. Reporting foreign workers’ arrival, dispute mediation, sheltering, placement and departure verification, legal consultation and advisory, and promotion of cultural activities.

2.History

The Employment Services Office was established in 1945 and subordinate to Department of Social Welfare. We were renamed and have been subordinate to Department of Labor since 1988.

The original structure was reorganized in August 2010 and the administration was renamed "Employment Service Office, Department of Labor, Taipei City Government".

The original structure was reorganized in January 2013 and the administration was renamed "Taipei City Employment Services Office".

Our services have been transformed from the traditional citizen-oriented services to customer-oriented services in terms of operational philosophy. All members in our department serve the people with the determination to pursue excellence and desire to make unprecedented achievements. We join together to make unremitting efforts for the new era.

(1)Job Search Services:

Free job search!! You may visit any of our employment service stations and ask our desk clerk to introduce jobs for you according to your interest and expertise and also perform follow-up services upon your request if you are a ROC citizen or a ROC citizen's spouse from a foreign country or mainland China with a legitimate work permit.

(2)Unemployment recognition and re-confirmation:

You may visit any of our employment service stations to ask our staff to help process the recognition and re-confirmation of your unemployment benefit application if you need unemployment benefits as a result of your involuntary employment termination.

(3)Career counseling and vocational interest tests:

You may request counseling sessions with our professional career counselors, who will advise you on employment and job transfer issues.
If you are a graduate and new to society or if you want to switch careers, you may take free vocational interest tests. Our case manager will then help you find suitable jobs for you based on your test results.

(4)Consultations and referrals for vocational training:

This service is provided for those who are willing to work but need more vocational skills. Our case manager will counsel you briefly on job interest and vocational training and will then help you find a suitable vocational training program.

(5)Individual case management:

We provide professional and individualized employment services and counseling sessions to help you devise a concrete strategy in terms of your competitiveness in the job market. 

(6)Employment promotion workshops:

We will give you the most up-to-date analysis of the job market and also teach you how to write a good resume and acquire the best interview skills to increase your competitiveness in the job market.

(7)"Employability enhancement subsidies" and other measures:

We will help you apply for employability enhancement subsidies for eliminating your financial pressure if you are laid off due to your company closing down or downsizing. We also have unemployment benefits and other packages, e.g. basic computer lessons, to help strengthen your competitiveness in the job market.

(8)Services for employers and special recruitment activities:

We care not only about the job seekers but also employers. We have an enthusiastic team to provide comprehensive recruitment plans for companies’ HR departments and we also hold special recruitment activities such as job fairs on various themes periodically or randomly.

(9)Recruitment Information:

Recruitment for contractors, professional technicians, and janitors of Taipei City Government units will be held once each month. (10)Assisting recruitment activities and transfers of local workers before employers look for foreign labor:

To carry out the foreign labor policies and introduction measures promulgated by the Workforce Development Agency, the Ministry of Labor, we help employers make domestic recruitment and grant foreign labor in accordance with the principle of supplementation. And we also provide foreign workers transferring to protect their employment rights.

Taipei City Vocational Development Institute was formerly the Taipei Vocational Training Center, which was established on July 1, 1983, with the aim of nurturing Taipei City’s human resources. After many reforms, the Center was transformed into the Vocational Development Institute on January 1, 2013. From career decisions to career development, we provide comprehensive competency nurturing programs for job seekers. These development areas include: competency nurturing, competency assessment, skills assessment and trainee guidance. In the interest of protecting the rights of laborers, while maintaining security of mining factories, Taipei City Government, in compliance with the policy of central government and the authorization of the Ministry of the Interior, initiated the preparation for the establishment of the Taipei Office of Mining Inspection. The Organization Rule of the Office of Factory and Mining Inspection was approved by the Executive Yuan on August 1968. The Office was officially founded on February 4, 1969, had its head office at No. 150, Jinjiang Street, Taipei, and then moved to No. 8, Section 1, Roosevelt Road, Taipei South Gate Administration Building on June 1983. Few years later, the Office transferred to No. 21, Section 1, Dihua Street of Taipei, 6th floor of the Yongle Building. After that, the Office relocated its office to No. 287-2, Section 3, Chengde Road, where it has remained since October 1999.
 
The preliminary formal name of the Office was “Taipei Office of Factory and Mining Inspection.” It was changed to “Taipei Office of Labor Inspection” on April 1986. On November 1987, the official name of the Office was renamed as “Labor Standard Inspection Office of the Department of Labor of Taipei City Government” with the establishment of the Department of Labor of Taipei City Government and was affiliated to it. On October 24th, 1985, the Office was renamed as “Labor Standard Inspection Office of Taipei City Government.” On January 1st, 2013, in conformity with the reforming of the organizational structure and Chinese name of the Department of Labor of Taipei City Government, the official name of the Office was changed again to “Taipei City Labor Inspection Office.”
